In China the 'Silver River' refers to the Milky Way. Here, however, the 'Silver River in the Clouds' seems to refer to an aquaduct that has been constructed to facilitate irrigation. The two young women paddling their boat carry an engine powered pump, which could also be used for irrigation. This reflects the theme of agricultural modernization that was promoted in the late 1970s and 1980s.
